Royal Square Development and Construction is under contract to buy the Police Heritage Museum building on West Market Street and plans to turn the building into retail space, an executive with the company said.

The deal hasn't closed yet, but the developer is already talking with a prospective retail tenant who would lease the entire 7,400-square-foot building, Dylan Bauer, Royal Square's director of real estate development, said late Thursday.
